Since the gang-style assassination of Assistant Inspector of General of Police Andrew Felix Kaweesi four years ago, President Museveni has offered numerous solutions to curb high-profile criminality. Every once in the heat of the moment, the President proffers solutions from installation of CCTV cameras, to fingerprinting of all guns, to now installation of digital beacons in all automobiles in the country usually promising that every solution is the silver bullet to fighting high level crime. But are these well-thought programmes? Or is it merely government riding roughshod? The digital beacons deal has specifically had everyone talking, after it emerged that the Russian company cherry-picked for the tender already has a lot of baggage.
