As one of the conditions for easing the first Covid-19 lockdown in May 2020, Cabinet decreed that all Ugandans aged six and above wear facemasks when in public places as a measure for containing the spread of the Coronavirus. The masks, President Museveni indicated, would be distributed through the local government system from districts down to the villages. Local Council chairpersons started registering their subjects for the masks, while ministry of Health went to work with procurement of the masks. More than a year later, the money spent on the masks is more than the kitty government has allocated for cash handouts to the country’s vulnerable poor in this lockdown.
