After more than two months of internal back and forth shuffling, the ministry of Finance on June 15th published an audit of government’s COVID- 19 multi-sectoral expenditure for the financial year 2019/2020 at onset of the pandemic. Undertaking and publishing of the audit into all COVID-19 expenditures was among the terms government committed to last year in May as part of receiving the International Monetary Fund 1.7 trillion Shillings credit facility for macro-economic intervention. With a lot of cash in hand and the situation urgent, several ministries, agencies and departments resorted to handpicking service providers and contractors, which according to the audit was serious noncompliance with procurement laws in place.
