Museveni bans free-range livestock in Northern Uganda
President Museveni has banned the free-ranging of livestock in Northern Uganda and once again called for the peaceful exit of migrant herdsmen from the area. Executive Order No. 2 of 2025, which was read by the Fourth Infantry Division Commander, Major General Felix Busizoori, in Gulu City, gives the herdsmen, also known as Balaalo herdsmen, one year to vacate the northern region and takes immediate effect. President Museveni, in his order, explained that the two long-term solutions to the Balaalo problem include completely banning any movement of free-ranging animals from outside the northern region and criminalising the practice.
