Human Rights activists say enforcement of anti-torture laws is weak
Human Rights activists say rising cases of abuse, especially through torture can only be stopped by the country's top leadership. The human rights defenders have different reasons as to why cases of torture of Ugandans in detention appears to be on the rise but they agree that the situation has gotten to the point it has because there is no political will to tackle human rights violations by those in power.
