NTV PANORAMA: How supplementary budgeting is failing the budget
Government is walking a tight rope as it seeks to plug a funding shortfall for the next financial year’s budget estimated at UGX 44Tn and revive an ailing economy battered by the COVID-19 pandemic. This is further compounded by government’s plan to table a supplementary budget early next week in Parliament standing at an astronomical UGX 700Bn. There are fears that this could distort the budget process and create a culture of retrospective accountability.
