URA’s Groupage Cargo policy sparks trade disruptions
Efforts by the Uganda Revenue Authority (URA) to streamline groupage cargo remain contentious, as traders and container leaders decry high tax valuations and stalled policy reforms. Despite prior consultations, over 350 containers remain stuck, up from 200, causing major disruptions to business operations and threatening jobs, according to KACITA. Tax expert Robert Mbaziira from Ernst & Young warns that stopping groupage cargo may force small traders to exceed the VAT threshold of UGX 150 million annually, triggering a surge in VAT registrations and increasing pressure on the tax system.
