NTV PANORAMA: Inside the DGF, government agreement
A new agreement could grant government a supervisory role over activities of the Democratic Governance Facility (DGF), a basket fund worth 500 billion shillings supported by eight European development partners since July 2011. However, government is yet to sign the addendum, which could lift the suspension and allow the facility to channel billions of shillings towards the cash-strapped NGOs that employ hundreds of Ugandans. DGF works with 86 partner organisations 74 per cent of DGF’s total financial commitments directed to Ugandan civil society organisations, eight per cent to international NGOs and 12 per cent to government institutions. Earlier on in the year, government suspended activities of DGF accusing it of providing funds to NGOs to undertake subversive activities against government.
