At the National Social Protection Dialogue 2025, Uganda’s Deputy Speaker of Parliament, the Right Honourable Thomas Tayebwa, put social safety nets back in the spotlight—calling for practical funding, tighter delivery, and protection for the most vulnerable.

From cash transfers to digital payment systems, the debate posed questions on how to reach the right people, on time, and sustainably.
