Schools, Universities to reopen under tight guidelines

Education institutions are set to be reopened after the cabinet approved recommendations proposed to guide their operations during the COVID-19 pandemic.

In a meeting on Monday, cabinet agreed to reopen schools for non-candidates in, what they term as, a “staggered manner” to ensure compliance with COVID-19 Standard Operating Procedures (SOPs).

President Museveni will tomorrow officially announce when or whether schools should fully or partially reopen for more classes in addition to the candidates.

In this approved plan, semi-candidates (P6,S4 and S5) will report to school earlier than other non-candidate students to ensure progression to candidate classes.

These students will be expected to study in shifts if possible, according to the recommendations.

“Teachers and trainers will be guided to work through homeschooling materials with a view of explaining and clarifying concepts, and correcting self study work done by learners,” statement from Uganda media Centre’s Executive director, Ofwono Opondo reads.

For the candidates, the Primary Leaving Examinations (PLE) will be completed on 31st March ,2021 and the Uganda Certificate of Education (UCE) on 6th April, 2021. In the recommendations approved by the Cabinet, this will provide more space in schools for other non-candidate classes to report.

These other classes will be studying to compliment what they have been doing in their homeschooling education.

Universities are also expected to open in the staggered manner the other institutions will adopt. There are no specifics on how this will be achieved.

The Technical Vocational Education and training institutions will open in the short-term. According to the approved recommendations, these institutions have the capacity to observe the COVID-19 SOPs.

Teachers and parents of Pre-primary schools students will have to be more patient as the government intends to hold reopening of these institutions.

“Learners in this category cannot observe the SOPs’ and are prone to respiratory infections in  clouding COVID-19,” the press release from the media centre reads.

To ensure that all these approved recommendations proceed smoothly, the Ministry of Education and Sports, and the Ministry of Health will undertake a countrywide tour of schools to determine their preparedness to open.

Other measures put in place include surveillance systems to report absenteeism, illness and outbreaks for effective response from the government. All learners will be required to wear face masks and a team of doctors will be on standby for any outbreaks in schools.
