Two unidentified individuals who, in Parliament, jumped from the visitors’ gallery into the plenary hall in a bid to halt proceedings have been apprehended by the institution’s Sergeant at Arms.
Earlier on, reports trickled in on Social media alleging that the scuffle that arose due to this incident, was accompanied with gunshots that were heard outside the August House. Communication from the Parliament confirmed that there had been no bullets fired in the institution.
The individuals in question have been handed over to the Police.
Today, the house has discussed various issues including a proposal to borrow 108.5 Million Euros from the Commercial and Imperial Bank of China to finance Oil roads. The Speaker of Parliament, Rebecca Kadaga denied the proposal citing the government’s failure to complete the Jinja Express Highway.
“I am afraid I cannot send this (loan Proposal) to the committee,” the Speaker said.
The house also debated the directive by the Electoral Commission that requires all intending candidates in the next general elections to have their academic documents certified by the Uganda National Examinations board. The concern was raised by Arua Municipality MP, Hon Kassiano Wadri.
Bugiri Municipality MP Hon Asuman Basalirwa informed the House that the guideline for certification of the academic documents for intending political contestants is illegal and goes against the law.
He, however, added that the chairperson of the Electoral Commission, while appearing before the Committee on Legal today, clarified that certifying academic documents with UNEB is not provided for in any law.
Plenary continues as the House now moves to consider the Administration of the Judiciary Bill,2018 clause by clause at committee stage.
