Court orders Kazinda's accomplice to pay a fine of UGX 18million for Conspiracy to commit a felony

The Anti-corruption court in Kololo, Kampala has sentenced the Principle Systems Analyst of Uganda Computer Services, Wilbert Okello to pay a fine of UGX 18 million or serve 3 years in default for Conspiring with former Principal Accountant in the Office of the Prime Minister, Geoffrey Kazinda to cause government a financial loss of UGX 20 Billion

Okello is the man who was on 24th September 2021 supposed to be sentenced together with Kazinda, but he didn't turn up in Court having been granted bail.

The money was meant for Peace, Recovery and Development Plans(PRDP) for Northern Uganda in December/2011.

Justice Tibulya noted that, unlike Kazinda who was given a prison sentence of 25years and also ordered to refund the said money, there is no evidence on record to prove that Okello benefitted from his crimes.  

“His offence of conspiracy carries a maximum of 7years or a fine. The trial has lasted 8years yet Okello didn't, in any way, contribute to the delay of the procedures,” Justice Tibulya said.

However, both Kazinda and Okello have been barred from holding public office for 10 years.

The Office of the DPP proved that the funds were transferred by Wilbert Okello to the Crisis Management and Recovery Programme Account in the Office of the Prime Minister with the active involvement of Kazinda.

The money was then wired to several bank accounts of food suppliers and officials who returned it to Kazinda without supplying any goods and services.

Justice Margret Tibulya jailed Kazinda after finding him guilty of forgery for which he has to serve 25 years in prison.

Kazinda was also ordered to compensate the government over UGX 19 billion. The reason for this was that the government had already been forced to pay back USD 26.4 Million to the Development Partners.
