According to the International Telecommunication Union (ITU), digital development across Landlocked Developing Countries (LLDCs), including Uganda, remains highly uneven, with many facing significant challenges in advancing digital transformation. These gaps are largely attributed to limited internet connectivity and low levels of digital adoption. In an effort to bridge the digital divide, the Ministry of ICT and National Guidance, through the Uganda Communications Commission (UCC), has distributed 3,000 tablets to support the implementation of the Parish Development Model (PDM). The devices have been mainly distributed to Savings and Credit Cooperative Organizations (SACCOs), as well as selected local government officials directly responsible for running and managing the PDM program.
