The Under-20 African finals will involve eight nations and will be hosted by Niger.

Twelve teams, who qualified to the last two editions, in addition to the four that reached the last round of the qualifiers of the last edition, have been exempted from the preliminaries.

They are Angola, Burkina Faso, Cameroon, Congo, Cote d'Ivoire, Gambia, Ghana, Guinea, Egypt, Libya, Mali, Nigeria, Senegal, Sudan, South Africa and Zambia

Kenya was disqualified from the 2017 edition for fielding ineligible players in the preliminary match against Sudan in March 2016.
