PROFILES: Who are the Men and Women who will decide the fate of the Age Limit law

As the country waits with bated breath for the Constitutional Court ruling on the Age Limit law, we reveal to you the profiles of the Justices who are presiding over this case and will deliver a verdict


Justice Alfonse Chigamoy Owiny Dollo
Holds a Bachelor of Laws from Makerere University, and a Diploma in Legal Practice, from the Law Development Centre in Kampala.
He has a Master of Arts Degree in Conflict Resolution from the University of Bradford in the United Kingdom.
He also has a certificate in advanced conflict mediation skills, obtained from the Center for Conflict Resolution, in Cape Town, South Africa.
In 1988, Owiny-Dollo served as legal counsel in the peace talks between the then rebel outfit, Uganda People’s Democratic Movement (UPDM), and the government of Uganda.
In that capacity, he wrote the peace agreement executed between the government and UPDM, on 3 June 1988, at Pece Stadium, in Gulu.
From 1994 until 1996, he was a member of the Constituent Assembly that drafted the 1995 Uganda Constitution.
He also served as a member of parliament, representing Agago County in the 6th Parliament (1996–2001).
In 1996, he was appointed as minister of state in charge of Northern Uganda Reconstruction Programme (NURP).
In 2006, two years before he was appointed as a judge, Owiny-Dollo was a member of President Museveni’s defence team when his election was challenged by Dr Kizza Besigye in the Supreme Court.
In 2008, he was appointed to the High Court of Uganda, serving in that capacity until 2015 when he was elevated to the Court of Appeal.
In August 2017, President Museveni appointed Owiny-Dollo, as the Deputy Chief Justice making him the head of the Court of Appeal and the Constitutional Court.

Cheborion Bonny Barishaki
He has a long record of service in the Ministry of Justice and Constitutional Affairs where he rose to the rank of Director for Civil Litigation.
He was appointed as Justice of the Court of Appeal and Constitutional Court in September 2015.
He was born in present-day Kapchorwa District and went to Makerere University where he graduated with a Bachelor of Laws degree.  
He has a Diploma in Legal Practice from the Law Development Centre. 


Justice Elizabeth Musoke
Justice Musoke joined the Court of Appeal in 2015 after serving as High Court judge for two years.
Previously, she worked with the Ministry of Justice for several years and left at the rank of Principal State Attorney to join the Inspectorate of Government as Director of Legal Affairs in 1999.
In 2017, she was part of the Justices that ruled that all interim orders issued by one justice of the Constitutional court were null and void and of no effect.

Justice Remmy Kasule
Justice Remmy Kyonooneka Kasule of the Court of Appeal and Constitutional Court serves as the chairperson of the Law Council.
The Law Council regulates and disciplines errant lawyers and also approves the content for law degrees for universities where the course is taught. 
Kasule, who is currently the chairperson of the professional advisory board of the LDC, is a former president of the Uganda Law Society and served as the chairperson of the disciplinary committee of the Law Council for many years.
He was once a commissioner of the Judicial Service Commission where he also chaired its disciplinary committee.

He joined the Judiciary as a High Court judge in 2004 from private practice. 
He served in Kampala and as a resident judge in Gulu from 2007 to 2011 before he was elevated to the Court of Appeal.
Justice Kasule is set to retire in September this year. 


Justice Kenneth Kakuru
He was appointed Justice of the Court of Appeal in 2013, having been an activist advocate for more than 30 years. 
Prior to joining the bench, Justice Kakuru used to run a law firm and was a director of Greenwatch, an NGO whose mission is to promote public participation in the protection and management of the environment.
He holds a Masters’ degree in Law and Bachelors’ degree from Makerere University.
He has been an associate professor at the Uganda Pentecostal University and an external examiner at the LDC in Kampala.
Kakuru specialised in Public Interest Litigation.
